Lloyd Ocean
Biography
Lloyd Ocean serves as the Senior Advisor for the Rhode Island Executive Office of Commerce. He brings over 14 years of strategic leadership and advising experience across law, government, business, higher education, and operations, at the domestic and international levels.
Immediately prior to Commerce, he was the inaugural Director of Experiential Education after serving as the Executive Special Projects Officer at the Fletcher School of Law and Diplomacy at Tufts University. Before Fletcher, he was a Special Assistant Attorney General with the Rhode Island Attorney General’s Office where he worked on consumer and economic enforcement and appellate matters. He also served as a Special Victims Unit prosecutor in the Office.
Prior to that, Lloyd was in the private sector as a corporate attorney at Goodwin Procter LLP, working on capital markets, startup, real estate, and M&A matters. He also worked as a Law Clerk for the US Senate Committee on Finance in Washington, D.C. Before law school, he was a financial services Auditor at Ernst & Young LLP.
Lastly, Lloyd served as a US Army Officer for nearly 10 years, where he led large-scale, international maritime logistics and public-private partnerships. He holds a master’s degree in international affairs from the Fletcher School at Tufts University, a law degree from Boston College Law School, and an undergraduate degree in Business Administration from Boston University. In his spare time, he enjoys raw bars and sharpening his language skills.
